Graciano
Masauso, the founder and Director of AFREKID has
been appointed by the Healthcare
Commission on to the NHS Race Equality Review as a Patient / Public
Reviewer covering acute trusts, mental health, ambulance and PCTs. "I am
humbled by this appointment", said Graciano.
The review was
conceived following the annual health check 05/06. There was
evidence that trust declarations on core standards were not
consistent with the findings of follow-up inspections in
relation to compliance with Race equalities legislation. A
report by the Commission for Racial Equality (CRE), Towards
Racial Equality, in July 2003 indicated low compliance
across the health sector and trusts were seen not to be
meeting their legislative duties under the Race Relations
(Amendment) Act 2000. The results of the Healthcare
Commission web audit of all
trusts’ websites more than 5 years after the promotion of
race equality became a legislative requirement, highlight
lapses, particularly for ethnic monitoring of the workforce
and publishing outcomes of race equality impact assessments.
It demonstrated just 2% of trusts were compliant with all
three of the specific publication duties under the Race
Relations (Amendment) Act 2000. Undertaking the review is a
published commitment on the part of the Healthcare
Commission. The Healthcare Commission recently reaffirmed
its commitment to undertaking this review in the publication
setting out the scope of the 2007/08 Annual Health Check
The
Objectives of the review
-
To review the
performance of NHS trusts with regard to how well they are
consciously and systematically addressing the needs of
their BME patients and staff, to ensure positive
outcomes for staff and patients
including having robust systems and processes in
place.

To review the
performance of NHS trusts with regard to meeting their
obligations under the Race Relations (Amendment) Act 2000

To consult, involve, and
learn from the expereince of BME patients and staff in
order to drive improvement.

To focus
attention on NHS trusts that may be failing to address the
needs of their BME staff and patients.

To publish
findings about the performance of NHS trusts on Race
Equality in a national report.
